By sealing the border, you are effectively raising your wall high enough that ensures your house's safety :)

people live on the border and part of their rights are that they come and go freely as they want too. they have relations living on both side .....
Yes sealing the border is not acceptable, but Pakistan and Afghanistan must police their border.
The argument in your post has long been used by some to support weapon smuggles, drug peddlers, and poppy growers.
In reality a border is a border. You must respect it by using well established points of entry and exit. There should be a record on who comes and who goes, and more importantly who stays.
Country's borders are just like your house's borders. You must setup rules for entry in your house, otherwise you'll have people walking through your bathroom while you are taking a shower (or worse while you are sitting on that seat).
People who live on the border, they can always come, but their names should be entered in record, and they must carry proper documents.
