Actually that is not true. Here is an example for you. If your neighbor's house catches fire, then no matter how high is the dividing wall, the fire would reach your house too.
So you should do what any rational human being would, that is get your fire extinguisher and try to fight the fire in your neighbor's house BEFORE IT REACHES YOURS.
By sealing the border, you are effectively raising your wall high enough that ensures your house's safety :)
