i am not sure but was nt part of the agreement that these areas are semi-autonomous and the peoples basic right be that they can come and go as they please? they cant man every metre of this border and fences and walls can be destroyed too.
I am sure they had an agreement of not supporting anti-state elements, not working against the state.
As for border security, if plain barbed wire is not going to cut it then some areas should be "mined" while some should be "manned".
