I do not think the “Father Figure” is all that important any more, in fact in India, the Fathers name (once mandatory) on the birth certificate is now optional to encourage single mothers to register the birth of their children.
Yes, in an ideal scenario a family unit should consist of a father & mother with one or two children, however times are changing and women are constitutionally empowered do everything men can to earn their own living and be independent, so my gut feel is that it is better for an orphan to be with a single mother than in an orphanage.
