What are the best ways to gather knowledge about the subject that you have no knowledge of, in CSS (Central Superior Services) ? For instance, if my knowledge about World history is zero, and I want to appear in CSS anyhow, what steps do I take to elevate to the criteria required for CSS?

Mariah, depends on how much you have got ... if you are limited in time , then I suggest you start watching history based game shows , several of them are on you tube ...
you can also read question answer based historic books ... I remember once when I was in College we had this inter colleges competition and we were given several MCQ books , all of them were around international politics , history and internal affairs ... that might help you gain quite a bit of knowledge in the shortest possible manner ..
Spend time in the Library .. read previous test papers ...

Read , read and read. Only having a degree will not help you pass CSS exam.
