You know, nothing is better then "words" :).
On serious note, It is a nice topic that you raised, we often listen people saying these words. This is specially common in leftist circles, whenever you start discussing with them, they throw these lines on you, considering you as another hidden agent working for capitalists, who don't want "change".
Anyways, The question "Actions better or Words", Actually depends on the context, there can be situations when you had to act and not speak, but often there are very few such situations. In most of the conditions the discussion is something which goes on smothly with actions, i.e. Both don't come opposed to each other.
Now in the context of our society and youth, this question gets raised in our efforts of self realization. i.e. We label people as what they do, so to become someone, you had to do something. Its Okay with that, becoming a fruitfull part of society. But becomming someone, is not something in contrast to thinking and discussions, because there are labels in good societies for people like writers, poets, philosophers and other acedamic and literary persons.
I think by saying such lines as "Actions are better then words", One signs off the brain of the society, People who form the spirit of the society, and thats not at all a healthy sign. And this also shows that who is leading this society.
Further for the people who find there selves, in "Actions", words are really important. Worthy actions, need strong spirited individuals. And spirit don't comes from just actions, It comes from living in confirmation with your own self, which requires regular thinking. Since in this modern changing world, Self is always under attack. So only a actively thinking person could survive such situation. There is one other option though, i.e. To be shallow minded, But such person could only do ordinary works of daily life, And i think we have such persons in abundance.** Thats the point which i wanted to make, i.e. Which Actions are better then "Words"?**
Because the worthy actions had to go through the path of discussions and thinking...
The question could also be considered in more border context, i.e.
How the life should be lived?
Obviously the question rejects the answers provided by religion and asks for any broder answer. But I think every culture has its own answer to this question. The question "How the life should be lived?" realizes us about the sort of freedom we have about life, irrespective of the voices we hear from the surrounding, they are all but options, One should not make them barriers..
