someone accidentally turned all the accounts on my computer on a limited account. The administrators account shows sometimes on the start up screen, I try the default password and it says unable to log in because of account restriction. can anyone help me?

Is this is home PC or work? If this is work, your network administrator should be able to take care of this. If this is home, I don't know any way except for reinstall. Maybe if you have a full back you can restore a old image that has correct credentials.

Boot into safe mode and pray to God that you havent already password protected your admin account.

Most of the secure network admins disable the Guest and Administrator accounts, and/or atleast rename them. As Boston asked provide more details before anyone would be able to help you.
