Food stamp (ration card?!) is for people who make very low income, and are unable to support their family. Its concept is similar to zakaat kind of thing.
But I don’t think unemployment benefits fall in the category of welfare benefits and food stamps.
Unemployment could befall on absolutely anyone, and if the person has been paying off his taxes all his life then it is his right to collect these benefits. I think it is his own money.
