no, seems like you didnt see the entire video, remember in the video he himself said that Alhumdulilah he has the resources and capability to deal with any sort of emergency not only in Pakistan, but also outside Pakistan … I think thts a huge achievement itself that his foundation does not need to rely on foreign NGOS assistance to fix our problems.
