Its not about that match alone. Look at the scorecards for all ODIs in NZ and even matches before this series. He has been consistently frugal with runs and taking one or two crucial wickets, that too during first 15 overs of the innings. Even if he is not considered *competent enough *to restrain batsmen during final overs, he can bowl out his overs economically during 25-40 overs.
The explanation I can think of is that Afridi might think it is unfair for other players if Abdul Razzaq is the one doing all the bowling and batting duties. 
or it could be that he is not fit enough to finish 10 overs?
