I dont get it… Congress can control security but Modi cant (or wont). Clearly if the Congress could do it, Modi can as well. That you believe he doesnt just seems to be a conclusion based on wishful thinking.

For Modi fans, everything he does is brilliant.

A case in point:

Congress sought nuclear deal with India and there was a talk of ‘concessions’ for US companies if there is an accident (a la Bhopal)…

BJP cried hoarse over it and the deal didn’t go through.

Now, whatever you say, you’ll get a response that India under Modi is doing fantastic and it was in deep **** during congress rule. So, Modi’s wife getting security is an epitome of democratic values according to Modi fanboys and as a true torchbearer of democratic values, he would not exert influence on such matters.
