I said no to a boring guy and I spent 6 weeks trying to have a half-way decent conversation with him. He would not say a word and it drove me crazy. We'd talk on the phone and unless I asked him a question - he'd never initiate conversation. I'd ask open-ended questions which he still managed to answer with a minimum of words and then he wouldn't even turn around and engage me in conversation (the easiest way being to just ask me the same question I asked him). It got to a point where I would spend the 10-15 minutes listening to myself talk and I hated that.
Being quiet does not always mean that a person a boring, but that is one possible outcome and boring is bad if it means the two people have nothing in common since it could result in a distant and unfulfilled life. The two people are co-existing, living almost parallel lives that only intersect at moments of commonalities, like children. That's existing and not living.

I am quiet and shy myself, sometimes i take months to open up… then how can i reject a person on the basis of these minor points. … so its OK for me.

I would suggest that know him first .. most of the people they aren't comfortable being frank right in the first meeting. just like me .. :p
