A Rishta

As far as I know, in the olden times, the men of the family dealt with the rishtas, as often times it was to secure the lineages, make business ties stronger, make peace with kingdoms, etc etc. The women of the family had no say in it. If you want to the the case of sunnah, it was the Prophet's uncle who did the rishta talk with Khadija, not the Prophet's aunt. So i don't see any culture or tradition in your statement. Coming to today's lifestyle, the fathers of a family have very much a say in the rishta process, everywhere. the bhaag dor, maybe one parent is doing maybe the others. just because the phrase "rishta aunties" is so prevalent doesn't mean that it's the norm.

Your point that someone, who does not know the girl, should do the rishta talk isn't exactly practical. You certainly don't know the dynamics of the family here. Maybe Mrs. tipusulatn isn't comfortable with discussing these issues on an online forum, and is asking her husband to do this on her behalf. in any case, mr. tipusulatn has said he is very close to his daughter, and so IMO he knows what his child wants and needs in a life partner, much better than some stranger.
