If you read the above linked article it mentions that if this “zakat” is paid after Eid prayer it is counted as “sadaqa”, I have not seen any mention of ‘punishment’ on missing out this ‘fardh’.

Sahih Bukhari, Kitaab-ul-Zakaat, Hadith 1415

narrated to us yahya bin muhammad bin alsakan, through muhammad bin jahdham, through ismail bin jaafar, through umar bin nafe' who narrated thru his father, who narrated from abdullah bin umar that the Prophet (saw) has made FARDH the zakat-ul-fitr as one saa' of dates or barley, on every person free and slave and man and woman, big and small who is a muslim, and has ordered us to give it off before the prayer of eid....

read the subsequent ahadith in sahih bukhari to be more enlightened....

this has been made FARDH by the Prophet (saw)....

I don't blv it is haram to give zakat to non-Muslims, if you can't find poor Muslims then donate to any poor, but in todays world it is harder to not find poor Muslims as you have access to orgs who can pass your zakat to Muslims in other areas.

First priority is to give zakat to your relatives, then poor Muslim then other poors.
