You are right. Once should not scold others only because they are poor and helpless. However, I would like to add this to this situation: In some case, those faqeers not are not so innocent either. And also, they can try to work (even sell something and make small amount) and earn money, rather than being lazy and begging others. One should only beg Allah, not humans.
I was visiting Pakistan last year and I was in Lahore. A cold night, and I was standing outside of a building waiting for my uncle. A little girl (8-10) came to me and she was very pretty, but messy hair and dirty clothes. She was selling some kind of hair bands and clips. She didn't know how to speak decent Urdu, which made her sound even cuter. SHe insisted that I buy something from her. Since I was visiting Lahore and was staying with my Uncle who was studying there, we had no ladies in the house. I tried to tell her I would buy something but what would I do with it? I have no females in the house, so I can't give it to them. But she would not leave and kept asking me to buy them. I gave in and bought some stuff from her. She was very happy after that and ran off to whoever was supervising her. :) I brought them home and I am not sure what happened to them, either I forgot them at my uncle's house or I lost them somewhere.
Point: She did not beg for money. She made a sale and earned it and that's why I bought it because she was trying and she needed my help to succeed in her try. I respect that.
