^ Yeah, since it's high school, get the guidance counselors involved. What I'm talking about with my friends and others that I knew, happened in college. The professors called the cops (you don't want to take issues too lightly) and a cop accompanied the girl to all of her classes.

Here the guidance counselors are only concerned with what happens on school grounds, and barely even that. They could care less about whos calling whom or who is sitting outside their students house with binoculars. They never go past their demarcation border.
Go to the police or someone that has more authority.
I think guardianangel needs to go back to studying and stop being a guardian for others.
