Offshore companies are not illegal. We did not need this report to prove Sharif holdings overseas. The main question is where that money came from, and how it was sent out. Tax evasion is petty compared to money laundering.

Yes, its true that having an offshore company is not a crime in itself. And Pakistanis did not need Panama leaks to know that Sharifs have off shore firms in BVI. The question here though is how did that money make its way to London?
