I raised this point in one of my posts. This train is like a bloody cage, even vestibules are locked and now latest reports say that some people were allowed to board this train without verifying their passports which is a must before tickets are issued...a serious security lapse. Many heads have already rolled but you know these lives could have been saved if security agencies were alert from the day one. But who cares, public memory is short.
In Iran a guy was hanged for mastermining a blast that killed 12 people, an incident hardly a few week old. An example of quick justice.
So many train blasts have happened in the past, I don't recall anybody getting caught and punished.
You will probably recall that President of India Dr. Kalam who was invited to chair a 150 year anniversay of police in one of the South Indian states bluntly told them to improve their image and instil confidence in public. Police reforms were planned several years ago but plans are gathering dust, nobody wants to do it because it 'affects' some guys in the establishment.
