Do you think railway minister's inspect railway tracks? The whole system is in shambles and has been for decades.
It's not the job of the minister or head of an institution to do every pettty job....but it is his job to put proper systems in place to do these jobs specially where public safety is concerned....and if he is incapable of putting these systems together....he should never have accepted this job in the first place>>>
