As I said, this slogan is not new and has a history in Pakistan. Even Ayub Khan faced it in the '60s. People perfectly understand what it means.
This is not designed for those who live in the west on a daily basis and are not familiar with cultural or political linguistic constructs of those living in the third world countries.
