i have read that from Prophet Ibrahims time there were 4 months which were considered haram to fight in .Jin logon ko apnay relatives ke khoon ka badla bhi lena hota tha wo bhi apna hath rok lete the.Then came the Prophets Muhammads time and these months were still considered haram to fight/do jihad in.Now there are various ayats in Quran regarding these 4 months.My question is ke kya abhi bhi in mahenoon ka respect karna zaroori hai ya is ka hukm dosri ayatoon say mansookh ho chuka hai?
I've never heard this..From what I've heard you can only fight in self defense rather than you attacking. If you can give me the ayats, that would be helpful.

Yeh that Hukam is NOW mansukh ...it no longer xists .. yehs its did exist in the early days of Islam .. but if am not wrong according to my knowledge .. this hukm of Mansookh came after the victory of Makkah .. i cud be wrong but .. to answer the q .. its no longer ..
There are 4 sacred months as declared by Allah. And we should not switch these months around. The sacred months are: Ramadan, Hujj, Muharram, and Rajab.

The count of months, as far as GOD is concerned, is twelve.* This has been GOD's law, since the day He created the heavens and the earth. Four of them are sacred. This is the perfect religion; you shall not wrong your souls (by fighting) during the Sacred Months. However, you may declare all-out war against the idol worshipers (even during the Sacred Months), when they declare all-out war against you, and know that GOD is on the side of the righteous.

Transposing the Sacred Months is a sign of excessive disbelief; it augments the straying of those who have disbelieved. They transpose the Sacred Months and the regular months, while preserving the number of months consecrated by GOD. They thus violate what GOD has consecrated. Their evil works are adorned in their eyes. GOD does not guide the disbelieving people.
The Holy Prophet (Peace Be Upon Him), in his sermon on the occasion of his last Hajj, declared: "One year consists of twelve months, of which four are sanctified months, three of them are in sequence; Dhul-Qa'dah, Dhul-Hijjah, Muharram, and the fourth is Rajab."

and answer is yes it can ..
In 9:36 Quran, Allah swa says, you fight IF when pagans attack you.
However fbi wants to do qitaal, well it is upto you. Quran is clearly against starting a fight.
Hurmat of 4 months is even more obvious in light of 9:37, when Allah swa says do not transpose these months with the rest of the 8 months. Thus the sacredness of 4 months is FIXED.
