No they are not Pagli. Ok legally they are not adults until 18 but at 16 they are free to leave their home and to marry or to do whatever they want, except drinking, driving and being able to vote.

i was talking about the general population of everyware which includes pakistan but i can only point out the UK side of things because ive not been in pakistan long enough to notice these things

A friend of a very good friend of mine was a doctor (was, because he very recently passed away at quite young age).
he went to another friend's house and this girl (I think she was sister of this another friend) who was 13-14 came to the drawing room to him where he was sitting alone. She said that my chest hurts a lot nowadays and lift her shirt to show him her chest.
This guy, very politely told her that why dont you ask your mom to take you to a lady doctor.
Younger girls hitting on guys is as common as the case other way around
