System Architect:

  1. WORKER RESPONSIBILITIES:

  2. Serves as overall Senior Systems Architect in application systems integration effort to migrate applications presently residing in the Commission’s IBM OS/390 Mainframe environment to the Commission’s Open Systems environment.

  3. Determines and identifies high level functional and technical requirements based on interactions with the user community and knowledge of the Commission’s enterprise architecture.

  4. Identifies, assesses, and presents options for meeting the functional and technical requirements including hardware and software updates or upgrades.

  5. Performing application and database design work.

  6. Developing application development and integration solutions (using Unix-based and Java-based tools).

  7. Determining system configuration and sizing requirements, which address server, network and client considerations.

  8. Prepares and presents cost analysis for hardware and software solution components for the development, test and production environments.

  9. Leads project efforts for tool evaluations and prototype solutions.

  10. Suggests testing approaches.

  11. Conducts performance benchmarks. Educates technical staff.

  12. Promotes use of reusable and shareable services.

  13. Works with the development team in refining the solution architecture.

  14. Interfaces with the development team in resolving functional and technical issues as the systems are developed.

  15. Communicates and works with people of all technical levels in a team environment.

  16. Provides other reasonable Systems Architect services as necessary for the successful completion of selected COMMISSION project(s).

  17. WORKER SKILLS AND QUALIFICATIONS:

  18. 10+ years of progressive information technology experience and responsibility.

  19. Extensive knowledge of Internet application servers (especially WebLogic), Web servers, EJB, JSP, Linux, Oracle, OO analysis/design, and multiple programming languages. Direct experience designing, developing and deploying applications in a J2EE environment.

  20. Direct experience in web development in an n-tiered environment using Java, HTML, XML, XSLT and Web page development tools.

  21. Direct experience with the Rational Unified Process preferred.

  22. Direct experience in the use of Rational Clear Case, Rational Clear Quest, Mercury Test Director and Quick Test Pro preferred.

  23. Experience in bridging data between mainframe and distributed platform environments preferred.

  24. Experience in deploying clustered web server, application server and database server configurations preferred.

Project Manager:

WORKER RESPONSIBILITIES:

  1. Serves as overall Project Manager in application systems integration effort to migrate applications presently residing in the Commission’s Mainframe environment to the Commission’s Open Systems environment.
  2. Coordinates, develops and delivers detailed project plans to achieve defined project objectives.
  3. Works with Commission staff and vendors, to design, develop, test and implement all necessary program and project components required to achieve defined objectives, deliverables and timelines.
  4. Assists in developing reports for external entities such as the Department of Information Resources and the Legislative Budget Board to address reporting requirements.
  5. Assists in the development and delivery of presentations to the Commission.
  6. Assists in developing and coordinating weekly written status reports detailing the prior weeks achievements, scheduled tasks for the next week, identified risks, contingencies, and providing overall status reports of the systems migration effort.
  7. Communicates and works with people of all technical levels in a team environment.
  8. Provides other reasonable Project Manager services as necessary for the successful completion of the system migration efforts.

WORKER SKILLS AND QUALIFICATIONS:

  1. 15 years of progressive information technology experience and responsibility.
  2. Proven experience in managing large, complex, systems integration projects using n-tiered, web-based technology.
  3. Proven track record in defining requirements, leading systems integration activities and implementing complex information
    Systems.
  4. Proven leadership in multiple leadership roles from requirements analysis, project definition, team building, budgeting and implementation.
Test Analyst:

  1. WORKER RESPONSIBILITIES:

  2. Responsibilities include the organization and test direction of external and internal resources to conduct testing consistent with defined process standards.

  3. Provides expertise and guidance in the creation and performance of Rational Unified Process (RUP) test activities and artifacts.

  4. Utilizes Rational ClearCase and ClearQuest as well as Mercury Quick Test Professional and LoadRunner in the conduct of daily testing activities.

  5. Provides functional verification and non-function test creation and execution that address the full software lifecycle including unit, integration, system, performance and scalability tests.

  6. Provides defect tracking, version control, and build management services.

  7. Receives communications about requirements from customers and business process reengineering experts and translates those requirements into test artifacts.

  8. Creates diagrams, charts, flowcharts, and other documentation to present test information and status.

  9. Communicates and works with people of all technical levels in a team environment.

  10. Provides other reasonable Testing Analyst services as necessary.

  11. WORKER SKILLS AND QUALIFICATIONS:

  12. Four years total experience working in an Open Systems environment performing test activities that includes the following:

  13. Experience in using business process models and use cases to create test scenarios and scripts.

  14. Experience in Mercury automated test systems and script development.

  15. Oracle and SQL experience.

  16. Experience with J2EE framework and application server technology in a Unix environment.

  17. Experience working in a Linux/Unix environment.

  18. Experience working with Rational ClearCase.

  19. Experience working with Rational ClearQuest.

  20. Experience in using ANT.
