2010 flood inquiry: Officials accused of negligence promoted

**KARACHI: **While the roaring monsoon deluge heads towards Sindh after devastating most parts of central and South Punjab, officials accused of negligence during the 2010 epic floods have been promoted, even though an inquiry commission had recommended their dismissal.

This commission, headed by Justice (retd) Zahid Kurban Alvi, was formed after the devastating floods in 2010, and its report on breaches of Tori and MS Bunds, respectively in Khandhkot and Thatta districts, concluded that officials of the Irrigation Department were responsible for negligence that resulted in the left and right banks of the Indus River being engulfed.

“The evidence in connection with precautionary measures taken by the Irrigation Department is not sufficient. We are constrained to record that collective negligence could firmly be attributed to them and those at the helm of the affairs should submit their resignations,” the report states.
However, the-then chief engineer Guddu Barrage Zafarullah Mahar and Chief Engineer Kotri Barrage Manzoor Ahmed Shaikh were only given show-cause notices. Soon after the inquiry report was made public in November 2010, Mahar was promoted as project director (PD) linking and distribution within the Irrigation Department while Shaikh was asked to retain his executive engineer position until his retirement some time ago.

A few days ago, assistant executive engineers Guddu Barrage Sultan Mahar and Amjad Jatoi, also held equally responsible by the commission, were promoted as executive engineers.

The Irrigation Department’s portfolio is now held by the chief minister and the department’s secretary Babar Effendi said all officials held responsible for the breaches were suspended and a departmental inquiry was initiated against them. “Those who were found innocent were promoted,” he explained.

However, during a recent visit to Ghotki and Sukkur, the chief minister expressed dismay over developmental work here, saying he would take action against the relevant officials for failing to complete work on a few embankments of the Indus River. “The situation is as bad as it was in 2010 in some places,” he remarked.

In its report, the commission clearly ruled out any artificial breach or man-made cut in Tori Bund, saying, “It was natural and a cause of combined elements of nature which ultimately broke the Bund.”

Other recommendations of the commission which have yet to be implemented suggested removing the encroachment in the river belt or near to the Bund. **“There is even agriculture being carried out in the middle of the river. All this should be stopped. The encroachment should be removed and leases for carrying on agriculture should be cancelled. These steps are necessary to reduce extend of damage in future,” the report said. The commission expressed concern over forest land that has been destroyed and given to various parties over time by successive governments for the purpose of cultivation.

The report recommended the introduction of disaster management programs in all education institutions as part of the curriculum. It suggested activating the civil defence system to perform during all types of emergencies.

“We have done our job. It is now the responsibly of the government to implement it,” the commission’s head, Justice (retd) Zahid Kurban Alvi told The Express Tribune. “The most important thing is to strengthen the existing Bunds with stone pitching, which the government has done it to some extent.”

According to Alvi, the federal flood commission, which coordinates with the federal and provincial governments, national and provincial disaster management authorities, has totally failed in its work. “The National Disaster Management Authority has no concrete plan of action and civil defence personnel need to be activated,” the commission report stated.

Where is the accountability? Is there any room for accountability in the system?

You cannot stop Mother Nature, but the blame for this absolutely widespread material devastation, loss of lives and means of earning falls on provincial government of Punjab and Federal Government of PPP. They should be ashamed of themselves, they should be disgusted by their own criminal negligence. They owe public an apology and resignations.

Note to Nawaz Sharif: Instead of promising the rhetoric of ‘bullet train’ to people drowned in the filthy flood water, how about you finally grow a spine and some moral character and promise people that findings of yet another flood commission will be implemented? There’s so much frustration, anger and sense of betrayal amongst flood victims that no amount of camera friendly visits are enough to provide consolation. The kind of reception these Punjab ministers are receiving explains the entire story.

while you are at it, IK collected funds of Rs 2 billion and promised model villages across Pakistan for the victims of the flood... can you please tell us where these model villages are?

this is a topic about which i feel very emotional......in my past life i used to be a water resoruces mgmt/hydropower consultant and did many projects for my ex-firm in the developing world including Pakistan as world bank/Asian development bank appointed advisers .... here is how it used to work...the world bank or ADB would give millions to WAPDA or Irrigation dept (not any more.....they now know for sure that their money is wasted) and you the foreign consulting firm will work for months with a local pakistani consulting firm (Nespak, NDC, ACE etc) to come up with flood management solutions ... but in the end nothing will ever be implemented by the govt..absolutely nothing

one of the core reasons why shabaz/nawaz and every other govt in Pakistan have ignored the flood management topic so blatantly rather criminally is because in their selfish and vision-less minds, spending billions on flood management simply does not make sense with a diminishing return on investment from political perspective ....

in our politicians' narrow minds all they can think of is potential trouble to convince our jahil public in an election year that billions that the govt spent on the flood mgmt* (constructing small dams/reservoirs/retention ponds, enforcing embankments/levees, building weirs, widening flood-ways, deepening canals) * is for real and that the benefits will be seen once the flood comes....these selfish politicians think what if a flood does not come for next 3/4 years?....in that case all the investment, as they see it, will be useless.

that is why they spent all the money on stuff that can be visibly seen roads and bridges...now infrastructure development has its own significance but If shabaz is really a khadam ala, flood mgmt shd also be his number one focus...for the sake of people. I will say the same for KPK govt but obviously PMLN is ruling Punjab for so long, so more focus on them and more criticism on them....they focus on dramay bazi more and less on the long term value for the country.

The civil servants love this kind of situation, this is where funds are diverted to them and they decide what to spend and how much to spend... remaining goes to their personal funds. I am sure, like always, these govt employees would be doing their best to get their postings/transfers in relevant departments..

And then they say don't make these issues political. May I ask the reasons for flooding in (especially in) Sindh during the past four years? There are many factors which should be sorted out by governments to curb the flooding problem but who will do it.

someone shd go and grab Shahbaz from his arm when he is standing in these flood waters these days and ask him that do you have any shame left?

you have had floods in 2011, in 12 and now in 14? and also back in 90s....what exactly your govt did to alleviate flood problems?

i know the subject and believe me flood management is not very complicated.....all it requires is capital and political will...oh yeah a lot of political will..when you will need to clear those floodways where public and these politicians have build encroachments it will need a lot of political will....and no one has stomach to do it.

I am not an expert, but shouldn't there be a system where we can safely divert water using locking gates and tributaries in south punjab if not in balochistan? We can form lakes as well which combined with hot weather could probably produce rainfall when the flood is gone.

Of course, you can't store all the flood water. In that case, a route needs to be determined which will wash away the floods and any villages in that path need to be moved and compensated by making them somewhere else. We get flooding here in the states as well, but it is the small municipalities that control storm drains, so where I live, it is better with no flooding while the next town has flooding. Our "village" doesn't allow the next town to use our new and bigger drainage lines unless they are going to pay for it. This would cover periods where there is too much rain.

^The main issue is water ways up stream are not spacious enough to hold and take the water to arid areas, they overflow soon. Only way is to make storage areas upstream to hold water which can then be released in dry season, BUT, we know all the political issues about making a dam.
