A 2007 survey (conducted by an Indian agency) found that 87% of Kashmiris want independence. The much touted 2002 MORI survey (funded by an Indian, conducted by an American research agency) found that only 9% of Kashmiris wanted Indian citizenship [13% wanted Pakistani citizenship, the remaining 78% didn't want either].

In any case, the 209 figure comes from your own police forces, not some militant group.
