There's no such concept in Western nations, sex with a minor being deemed a case of rape. If the partner was also underaged, it's still not considered kosher...although neither party is legally at fault.
Do underage child births happen in the West? You betcha.
In both cases, it's a clear abdication of responsibility by the parents...
