From my exposure there is nothing wrong with reading the Qur'an during zawal time ... KKF provided the way to calculate high noon (zawal), already ... The easier way to do it is to take the beginning time for dhuhr and minus 5 to 10 mins ... This is because when they formulate the timetables, the engines automatically do the zawal calculation add a margin and present that as the start time for dhuhr.
So in the UK, during the summer months it is 1pm ish due to the hour change, otherwise it is at 12pm ... For places in the northern hemisphere you will find high noon is when the Sun is also exactly SOUTH. So when the sun reaches south (not magnetic but true south) then it is also the highest in the sky for that day ... Give about plus or minus 10 mins before and after zawal to avoid it before praying. No sajdah should be done at this time.
I don't remember exactly but there is another way of its calculation. You take a stick and keep i ton your palm straight and see the shadow. length of shadow tells whether its zawal time or not. Maybe i'm wrong. Any1 would like to enlighten about it?

If the sun is overhead then there is no shadow for zawal, otherwise the shortest shadow of the day will be the zawal time ...
