there are no crazy buddhist monks in the tamil part of sri lanka, they are all in the western side.

Should that matter. They can start the riots wherever they are.

it is an interesting parallel though. the tamil parts of sri lanka are a significant geographical area with respect to the country’s size and population. the kashmir valley is tiny, about the size of manipur or less. both regions are under heavyhanded army supervision and suppression of armed revolt, decades of documented civilian abuse, extra-judicial killings, rape. the old JKLF and LTTE are plenty alike.
