What’s there to understand - that men are stupid, we should throw rocks at them? 
Or that women care about intelligence and confidence whereas men care for the body?
Or that PM is bored and running out of ideas?
Or that PM is crushing on a guppan and this is his way to tell her indirectly in his own lingo?
