I don't remember reading anything about grounding...

You need to factor in proximity of the apartments, the wall/roof structure, location of the toilet in relation to where other people can hear the sound of a flush, etc.

He was a taxi driver and chances are he was not living in a premium neighborhood so quality of housing is expected to be subpar.
