I would say the first step in “owning” FATA would be to fence the Pak-Afghan border. Its very porous and we have people moving in and out of this area as if it belongs to both countries.

I think better border policing and intelligence might be the key as the border is too porous even if ANP / jamaat objections are ignored. Right now, afghanis are running around on pakistani passport and they get havens in sohrab goth, so a lot can be done to fix that.
