He is supposed to be making fun of Koreans who try very hard to act like what they are not. That’s why most of the video is full of scenes starting out as PSY doing something classy, but then the image conveyed by the scene changes drastically as he shows us the entire picture.
Gangnam is supposed to be a locality in Korea known for a lot of wannabes and rich people. South Korea is known to be very class conscious. They say lots of Koreans get plastic surgery to get ahead in their life. There was an NYtimes article which said that ordinary koreans get plastic surgery just to get an edge in interviews.
