Re: Why should a Federal Minister be less qualified than a Federal Secretary?
^ but your federal and provincial ministers come from elected MNAs and MPAs. Hence you need educated MNAs and MPAS as well.

yeah but with this law, big parties will make sure they have enough educated guys contesting elections instead of selling tickets to jahils.

Re: Why should a Federal Minister be less qualified than a Federal Secretary?
I personally think that there should not be any education restriction to contest MNA/MPA election but there should be education requirements to become Minister (minimum of bachelors degree)
Well, you mean if Zardari or Nawaz manage to get around 250 monkeys as parliamentarians (MNAs) and 70 monkeys as senators than anyone of them (Nawaz or Zardari) can change constitution using monkeys’ votes to become ‘Ameer-ul-Momaneen’ or ‘King of Pakistan’ without monkeys even knowing what laws they enacted and what constitutional change they made.
Re: Why should a Federal Minister be less qualified than a Federal Secretary?
Shahryar Khan, Mehboob ul Haq etc. are shining examples. I am sure there are many others
the reverse is rarely true btw. name one illiterate person who was a competent parliamentarian - look at guys like Dasti and Raja Riaz..

Mehboob ul Haq has degree. He is competent. Therefore, all degree holders would be competent?

When there won't be any constitutional requirement then why risk having educated guys in party and not monkeys who would not even understand what their party leader intend to do with their votes?
Re: Why should a Federal Minister be less qualified than a Federal Secretary?
You have to take few things on face value. You can not guarantee competence no matter if the person is jahil or parha likha
Re: Why should a Federal Minister be less qualified than a Federal Secretary?
No doubt degree in itself means nothing … but then, degree is a measurement of how much a person learned (at least 14 years of formal education). It also means that those who have degree is likely to understand what is written on paper they are going to sign and laws they would vote to get enacted.
It is also likely that they would be able to read, write, understand, think, and analyse information they are presented as part of Assembly members, hence giving some justice to them being elected.
Re: Why should a Federal Minister be less qualified than a Federal Secretary?
But then we get incompetents like Dasti and Aapa Firdous (the list is endless) in our assemblies
I personally think that if dasti is being elected by his voters then telling the voters that we cannot accept your candidate because he does not have a degree, is not democracy. Its dictatorship. If my candidacy is halqa 245 that includes villages and remote areas, how the heck can I produce a graduate from that area where no one ever went to school. The only option would be to force someone from outside of their halqa on them as a MNA or MPA. Is that fair? Would that person know anything about the problems of that rural area?
No one gave a damn to education system in Pakistan for last 60 years. Our education budget was always less than 3% of annual budget, but all of a sudden we want graduates sitting in the parliament. How ridiculous of an expectation is that (not saying that to you Asif, just saying it in general)

You make a valid point TLK but your point also highlights what is wrong with democracy and politics in general i.e. the least deserving people sometimes holding public office on the basis of votes alone regardless of their level of education.
one solution would be to merge such a constituency with another small constituency making it a bigger constituency & thereby ensuring that election candidates atleast meet some basic educational standards

There is nothing wrong with democracy. As long as our elections are honest (that has nothing to do with education level of the candidate), our country can flourish. Problem is not uneducated candidates, or problem is unfair elections.
I think better solution would be to have a degree requirements for the senators only, as they are elected by the NA and PA's and not by the general population.
