Because PCB wants to please BCCI. It is called sucking up.
Not really.
It is easy to see why PCB would be wary of ICL.
If there was no threat of life bans by PCB, "fringe players" like Kamal, Farhat, Razzaq etc will not think twice before showing the finger to PCB and flocking to ICL esp if the terms are lucrative. In other words, PCB's sway over its players would be immensely diluted.
