I think what he is saying is that highly educated people don't prefer to go to KSA (maybe choose other countries) and its mostly the blue collared workers who end up going there. That is not to say that there are no highlly educated Indians in KSA.
I can say the same thing about "highly educated" Pakistanis too, so ??
