I see the responses and they have some weight.

Isn’t there already mainly ‘ethnic’ based provinces? Yes there is Karachi as part of Sindh and other provinces have multilanguage population but largely speaking, current provinces are based on ethnicity.

Moreover, within provinces, influential people such as waderas, chaudharies, Khans do have stong influence. Why not use them positively?

Karachi for all practical purpose has MQM/AH hold. Let them make responsible by giving them full legitimacy. (Not talking about Govt. or administrative machinary here).

So why not make everyone happy? Make new territories under federal govt.

Give responsibiities to local govt. to secure their people, make financial and educational progress etc. let them use their talent and let them invite people from other ‘provinces’.

**Make one residential address mandatory, only one per person.

Everyone will be free to live where ever, so jobs can be dispersed according to the needs and skilled people are given incentives to live and come to different provinces.

Local waders/chaudharies etc. will be happy as being a willing part of central govt. …and yet accountable for their area failure or be rewarded of progress.

We see in Karachi, the resident do not feel they have share in federal decision making and other areas also feel same since there are very large provinces and different ethnicities blame each other for each other problems. As it is Punjab gets blame for other people misery.
