I didn't read skhan's response as one dealing necessarily with 'lack of social manners.' I mean, naturally if a woman is "hanging all out" it is sure to draw attention whether it's from a man or another woman. However, you're right as well...it is definitely good social etiquette to not make a woman feel uncomfortable by ogling and whatnot if in fact she does have it all "hanging out" as I like to say.

i have seen girls wearing see through/thin cotton dresses and i believe thats even worse than showing a little cleavage.. sadly, they wear that in front of their parents and parents say nothing...
