Other then obnoxious men.
Thats how you start in most of the pakistan. you look at the girl and if she looks back at you in eyes, then you usually pursue her.
Same in girls too . some time they take initiative and look at you in the eyes. To tell you they(girls) like you(guys).
Some time in pakistan its not simple to walk up to a girl and tell her you like her.
That act alone could get you killed.
So eyes are a much better option.
