So that the masses can sleep peacefully because Allah is the ultimate protector but even he does not change a person until the person changes him/herself. Kind of like me asking Allah to give me an A in exam when I myself have not studied anything.

If the guards are there to guard others, then they will also guard themselves (amongst each other) and Allah will ultimately guard those whom Allah wishes
