Very interesting. But why Saudi and India are the biggest importers? I mean why the need to spend so much money on arms?

India has traditionally been a big importer (from Russia mainly), after Chinese started making their own stuff.

Saudi Arabia was not even in top 10 a decade ago. They perhaps have to defend themselves against big bad Iran and ISIS now.
