Alcohol (the chemical) is not haram. Its liquor (the drinks consumed to get tunn)that is haram.
If alcohol swab is used after injection, you can read salaat or if during an operation it is spilled on surgeon's clothes, he can read salat. Where as same cannot be said for Liquor.
Alcohol is a very useful chemical in my view.
Back to topic, the people involved in liquor business must be non-muslims and I think it is allowed for them to make and consume liquor. If it is getting into Muslim's hands, its government's duty to make sure it does not happen. The people of Pakistan can only educate themselves and others of such incidents, write letters to MPs, Magistrates and Judges. The best one can do, leave rest to the Almighty and keep doing astaghfaar.
