I dont know much about structures. But do know a bit of it. There is a difference between constantly pressing a table with a constant force to hitting it with the same force(impact). The latter one causes more damage than the former. Moreover,it is unlikely that the designers of that building or for that matter any building, will ever consider impact loading to design them. They might just take static or cyclic loads(due to wind) to design them(not very sure about this). and also, the building was hit/impacted laterally. Laterally the beams should be more weaker.
