can't you get into a BSc in Comp Sci without having an ICS background?
I'm not too familiar with the system in Pakistan today - but I remember... a few years back... ICS wasn't even offered - or may be I'm just too out of the loop.
In any case, you've inquired about the fields connected to "computers" in general, and they're as follows:
Computer Engineering (fits nicely with your educational background - F.Sc. Pre-Eng)
Computer Science (more mathematically oriented with opportunity to code and program along the way)
Information Systems (related to business applications of ICTs)
Depending upon which institution and program you select, there may be overlaps among these primary disciplines... esp. between Computer Science and Information Systems. A lot of the time, courses are offered across departments of computer science and business.
Also, some schools may also offer programs based on a specialized category of these main disciplines. For example, a University offering an undergraduate degree in e-Business is really offering an IS degree.
Lastly, regarding your interest in web design etc., perhaps there isn't a degree program that concentrates on that aspect... but you'll find courses interspersed in computer science as well as information systems (may be more options here). Most people who're looking for something this specific will end up joining a technical/vocational college to complete their diploma/associate degree etc.
My personal advice in the matter would be to select a main area closest to your overall inclination... i.e. choose between Engineering (Comp Eng), Mathematics (Comp Sci), or Business (Info Sys), and complete your degree in one of these areas. While you're at it, try to get as many electives in the area of web design etc. and also supplement your degree with an industry endorsed certification such as the CIW (Certified Internet Webmaster).
At the end, I personally would value a degree and a certificate much more. You'll have a solid basis in theory and application.
