When dad was born, his parents didn’t register him. When he applied to go to Saudia in his 20s, he THEN got his birth certificate made (backdated ofcourse) 
The dude who made the certificate had the years off. For mom, they simply had 10 year off because of a mistake similar to 46 vs 46 or 56 vs. 66. She had a chance to correct it by getting a new shanakhti card but never thought she’d be going to US and would need to use it again (after visiting Saudia).
Similar things happened when they registered brothers (both born in the same village - so same careless registrar). I was born in a different village so my b/d was fine. Sister was born in the city, so she was fine. :halo:
