I have been facing a similar issue for the past few months. Thank Allah we are moving in June, Insha'Allah. We have just put up with it. My family doesnt get to hear it that much since their bedroom is not the one below where all the noise is often coming from. I thought of complaining to management but Ammi told me to let it go because we are moving anyway. Anyway, its not every night but its often enough.
If I were living by myself, I'd probably tell management to take care of it. But that's just me.
