the dimension of this smiley is not according to the standard of GS.. it is 52 X 52 where as GS requires an emoticon to be within 50 X 50 pixel range. SOURCE
PLUS, this smiley seems to be not according to the current theme in Gupistan.
Add on: it brings lot of “heejaan” in the young minds and which is not a good example.
