Lowering gaze, shameful conduct, modesty, etc, all BS has come from traditonal society who seek to limit women in kitchen, bedroom, and deliver rooms (in case bedroom is not available).
This has very much appeal. Women get harassed and physically abused, but they keep quiete in muslim societies...it is shameful to report ur abuse or rape. Women get raped in marriages, but that is also OK, because they r ur farmfileds
Proper shame and modesty apply to all human beings, not just women.
