Okay, first of all, let us just be kind, generous and humble to humanity and talk about punishment later.. because this is what Uswa-e-Hasanah teach us.. so if a person is abusing someone, he/she should not react to it in the same way.. infact a best reaction is a smile and polite & peaceful behaviour.. one can do dua for them to become a nice person.. He/She can recite the Ayaah number 75 of Surat-An-Nisa..
you know it happens to people all the time that they get angry, behave badly, etc etc.. but did you know what makes them do that?? ofcourse shaitaan.. which is an ultimate enemy of muslims.. so try to remain calm all the time and keep smiling.. and dont forget to forgive everyone.. coming to your second point.. Islam strictly prohibits anger, bad-mouthing, bad-behaving and torturing, etc.. it falls in the category of Haqooq-ul-Ibaad.. and there are several Aayahs & Ahadees on it.. which clearly tells that Haqooq-ul-Ibaad are must and ignoring them will put you in fire..
again temporary insanity is prohibited in Islam, there is a hadees, that “if you gets angry, change your position, like if you’re standing, then sit down, sitting then lay down, laying then stand up”.. means it is not allowed to get angry in any situation with people..
and to make it easy, before doing anything, think that what will Prophet Muhammad (SAW) would do if He was at your place.. obviously He would do the best of elegance..
okay, now to your first query.. Yes there are punishments for torturing in Islam in here and hereafter.. I cant say about hereafter cause ALLAH is the most merciful.. but here, the rulings are, that if someone is torturing, Qaazi/authority should be informed by his/her actions.. They must warn him, and if it dont work, authority can punish him in several ways and also can throw him out of community/territory as in (be-dakhal)..
