fair point. But then Babu was arrested and subsequently released despite his public admission of genocide which makes a mockery of the judicial system in India. Furthermore it seems that some members of the indian police were complicit in his killings which indirectly implicates the state.
In Pakistan atleast we can safely say that there has never been state-sponsored killing of minorities. Whenever some unfortunate hindus or christians etc. have been targeted after an international event such as Gulf War, American Response to 9/11, it has been the work of non-state actors
