Above unfortuantely is a sad reality . With more and more scarcity of federal resources , identity of pakistan is getting weaker and ethnic polarization is on a high ( see recent comment by PPP about the budget as punjab centric ) Every ethinc group wants its share of power… hence the voting priorities are not being defined as per real democratic system.
**But any one see any solution. Army : they already tried and failed big time ?? **

CAN YOU GIVE AN EXAMPLE OF ANY COUNTRY OF THE WORLD WHICH REALLY DEVELOPED UNDER MILITARY RULE ?
